Add permission to allow editing .spamassassin/user_prefs

We run rather large platform with also an E-mail Only service based partly on DirectAdmin.

Only all E-mail features are enabled for customers with an E-mail Only package.
Features such as the File Manager are disabled to prevent users from placing their own website and running unwanted processes.

This works very good. However when a user presses under SpamAssassin in DirectAdmin on the button 'Manually edit the config file yourself' DirectAdmin doesn't allow to edit the .spamassassin/user_prefs

This happens because the File Manager of course has been disabled.

It would be a great improvement if there was a specific permission that allows editing .spamassassin/user_prefs via DirectAdmin?

It would also be better if editting ' .spamassassin/user_prefs' was just a custom form in the settings of SpamAssassin.
