Bug: feature sets when changing user package

When changing a user from a package limited by feature sets to a different package with 'Allow all' in the feature set section, the feature sets are NOT updated and remain limited to the ones of the previous package.
If changing from a package limited by feature sets to another package limited by different feature sets, it seems to work correctly. It's just when switching to a package with 'Allow all' in feature sets.
