Create skin and language slection in user level main display

At this moment, when the option is enabled, a user can only change his skin in the site summary/stats/logs page, which is an odd place to have this.
It would be nicer and a more "normal" place, to have the skin and maybe language selection for users under "your account" or "advanced features" of their panel.
Making this visible or nog depening if the option is enabled in directadmin.conf (or extra language is installed) or not.
Just like when you don't install squirrilmail the user won't see it in his panel.
