Create user package from admin and add restriction to reseller too

We should add feature to create user package from admin with restriction to create any package by reseller themself (if we want) just like cpanel.

I personally in cpanel hosting, i create package from whm and then dont allow to create any package by reseller. Reseller can just select package while create user under it. In this way i can control on hosting package for reseller too.

Please add this features too.
