Mail notice to admin when an account is created or removed

It would be nice to have the system notify the administrator when an account is created or removed, by either the admin or any reseller. This is handy to have to not just keep track of what is added or removed, but also maintain somewhat of a paper trail in case there's a need to know exactly what date something was done.
