Request feature "Multiple Customize Menu Layout for Evolution Skin"
admin can create a customize multiple menu layouts and choose for each user.

# Problem
When i need to configuring User "XXX" to use only email menu, after setting User "Feature Sets" enable include Core Functions + Email Only + DNS Only, an issue with the Plugin for User level is not working .

API could not function properly.
Upon calling hostname:2222/CMD_API_SHOW_DOMAINS?redirect=yes,
Result is: details=Requested+command+is+not+allowed&error=1&text=Access+Denied

# Solution
Therefore, I think that if we can create multiple menu layouts, it would be much more flexible.

For example:
- Customize Layout (1) for user "AAA" use menu "Email Layout"
- Customize Layout (2) for user "BBB" use menu "File Layout"
- Customize Layout (3) for user "CCC" use menu "Hosting Layout" (default)

It's greater flexibility better #feature-sets
