Putting limit on cronjob per user/package

It would be useful to have cronjob limits on user accounts. Our company doesn't allow users to have cronjobs less than 1 hour. But some users are activate cronjob with *.*.*.* or for every 5 minutes.
So if we can limit it with package features, that would be great.
