Restrict plugins a reseller can access

This would be useful for Cloudlinux users to allow/deny access to Python & NodeJS on a per reseller plan basis.
If a user has it enabled, but then the reseller loses access (they change to a plan that doesn't include it, etc) it should disable the plugin for the sub users.
