In my opinion the good move will be to separate admin / reseller functions from user functions, what I mean is the situation where I have client wchich need to have VPS for one big website + mailbox support and I want to setup DirectAdmin for that user for both me and his ease of use. For this the ideal solution would be to use personal license, where I buy it for one client and for one website, in this case client have a GUI fir his task as a customer like adding mailboxes, adding databases etc and I will have the tools for managing his server like log viewing, services restarting or package installation, but there is one problem, as of now I have to give that client an whole admin accounts because I am not allowed to create more than one account in this personal license but giving admin rights to totally unexperienced end-user can be risky. I have an suggestion for that, to raise a total number of accounts to 2 but cutting off user section from admin login entirely, or make a switch, where admin can select if he want to have current behaviour like single account with all rights.
