Suspend at Limit

There is some confusion when using the 'Suspend at Limit' option. This only seems to do something when overriding the bandwidth limit.
There are two options to fix this:
1. use a different name there (e.g. 'Suspend at Bandwidth Limit')?
2. extend the suspend task with anything beyond the set limit, not just the bandwidth? Then the function makes a lot more sense.
