Userdir to offy default

It seems at some point, DA has decided to enable userdir by default.
As this migh be easy for users, it seems this is still a security risk, even Apache states this.
So it would be better to have this off by default, to prevent as much possible security isseus by default.
Admions can still set it on, when they want to take the risk.
Unless it's not unsafe anymore, but seems it still is.

Imho, possible security issues should not be enabled by default, just to make admins life easier.
