We already "manually" created such support. However this is harder then it looks, it would also need a separate varnish process/instance per site that is using it in order to support seperate vcl's properly. e.g. each user/customer with varnish needs it's own instance and not a shared one.

PS: This could be implemented similar to the way redis was implemented. Still there needs to be a way to modify and reload vcl, change some varnish settings (buffers) etc.
